Nei suoi primi quarant’anni il governo cittadino, era stato invece olandese.

Il mandato 1898-1901 fu della durata di quattro anni. La Carta della Città venne modificata per rendere il mandato del sindaco della durata di due anni a partire dal 1902, ma poi venne nuovamente riportata a quattro anni a partire dal 1906.
